U.S. House of Representatives Officially Ends Its Long Relationship With The U.S. Senate.
The federal form of government has a dual
function—it represents the people of the country; and
likewise, it represents the states which gave up some of
their powers in order that the Federal Government could
be organized. Hence, in a two-house legislative body, one
house can represent the people as a unit and the other the
states as a unit, thus reconciling the interests of both the
large and the small states comprising the union.

powers provided in clause 2 of section
5 of article I of the United States Constitution
in furtherance of the appropriation

power provided in clause 1 of section 8 of article
I of the Constitution.

1 SECTION 1. SHORT TITLE.
2 This Act may be cited as the ‘‘Government Shutdown
3 Prevention Act of 2011’’.
4 SEC. 2. FUNDING THE GOVERNMENT FOR THE REMAINDER
5 OF FISCAL YEAR 2011.
6 (a) DEADLINE FOR CONSIDERATION OF LEGISLA7
TION FUNDING THE GOVERNMENT FOR THE REMAINDER
8 OF FISCAL YEAR 2011.—If the House has not received
9 a message from the Senate before April 6, 2011, stating
10 that it has passed a measure providing for the appropria11
tions for the departments and agencies of the Government
12 for the remainder of fiscal year 2011, the provisions of
13 H.R. 1, as passed by the House on February 19, 2011,
14 are hereby enacted into law.
15 (b) PUBLICATION OF ACT.—In publishing this Act in
16 slip form and in the United States Statutes at Large pur17
suant to section 112 of title 1, United States Code, the
18 Archivist of the United States shall include after the date
19 of approval, if applicable, an appendix setting forth the
20 text of the bill referred to in subsection (a).
